Commission greenlights Greece’s sixth payment request under NextGenerationEU
Today, the European Commission positively assessed Greece’s sixth payment request for €2.44 billion (net amount €2.1 billion) under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU.
Following its assessment of the payment request, the Commission found that Greece has satisfactorily completed the 32 milestones and 7 targets set out in the Council Implementing Decision for the sixth instalment.
The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Greece – notably in the areas of healthcare, education, public administration and taxation.
Flagship measures in this payment request include:
- introducing a legal framework to support renewable hydrogen and sustainable biomethane;
- facilitating the use of prepaid cards for beneficiaries of social assistance;
- setting up a national digital health record database for doctors and patients;
- increasing the number of personal doctors;
- putting interactive learning systems into 36,000 classrooms;
- setting up a new taxpayer information platform;
- establishing a judicial police force;
- installing 12,200 solar panels for homes and farms to use their own generated electricity;
- connecting businesses’ online cash registers to the Independent Authority for Public Revenue to streamline process flows.
Next steps
Greece submitted its sixth payment request on 18 July 2025. The Commission has now sent its preliminary assessment of Greece’s fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC). The payment to Greece can only take place following the EFC’s positive opinion, and the adoption of a payment decision by the Commission.
Background
Greece’s recovery and resilience plan includes a wide range of investment and reform measures. The plan will be financed by €18.22 billion in grants and €17.73 billion in loans.
With today’s positive assessment, this payment request will bring the funds paid out to Greece under the RRF to €23.45 billion. This includes €3.96 billion in pre-financing received in August 2021 and €159 million pre-financing under REPowerEU received in January 2024. This corresponds to 65% of all the funds in the Greek plan, with 48% of all the milestones and targets in the plan fulfilled.
