{"id":38027,"date":"2025-10-14T15:23:00","date_gmt":"2025-10-14T12:23:00","guid":{"rendered":"https:\/\/greece20.gov.gr\/?p=38027"},"modified":"2025-10-14T15:23:00","modified_gmt":"2025-10-14T12:23:00","slug":"commission-greenlights-greeces-sixth-payment-request-under-nextgenerationeu","status":"publish","type":"post","link":"https:\/\/greece20.gov.gr\/en\/commission-greenlights-greeces-sixth-payment-request-under-nextgenerationeu\/","title":{"rendered":"Commission greenlights Greece&#8217;s sixth payment request under NextGenerationEU"},"content":{"rendered":"<p>Today, the European Commission positively assessed Greece&#8217;s sixth payment request for \u20ac2.44 billion (net amount \u20ac2.1 billion) under the <a href=\"https:\/\/ec.europa.eu\/info\/business-economy-euro\/recovery-coronavirus\/recovery-and-resilience-facility_en\">Recovery and Resilience Facility<\/a>, the centrepiece of\u00a0<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/eu-borrower-investor-relations\/nextgenerationeu_en\">NextGenerationEU.<\/a><\/p>\n<p>Following its assessment of the payment request, the Commission found that Greece has satisfactorily completed the\u00a0<strong>32 milestones and 7 targets<\/strong>\u00a0set out in the\u00a0<a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-11101-2025-ADD-1\/en\/pdf\">Council Implementing Decision<\/a>\u00a0for the sixth instalment.<\/p>\n<p>The\u00a0<strong>reforms and investments\u00a0<\/strong>tied to this payment request will drive positive change for citizens and businesses in Greece \u2013 notably in the areas of healthcare, education, public administration and taxation.<\/p>\n<p>Flagship measures in this payment request include:<\/p>\n<ul>\n<li>introducing a legal framework to support\u00a0<strong>renewable hydrogen<\/strong>\u00a0and\u00a0<strong>sustainable biomethane<\/strong>;<\/li>\n<li>facilitating the use of\u00a0<strong>prepaid cards<\/strong>\u00a0for beneficiaries of\u00a0<strong>social assistance<\/strong>;<\/li>\n<li>setting up a\u00a0<strong>national digital health record database\u00a0<\/strong>for doctors and patients;<\/li>\n<li><strong>increasing<\/strong>\u00a0the number of\u00a0<strong>personal doctors<\/strong>;<\/li>\n<li>putting\u00a0<strong>interactive learning systems into 36,000\u00a0<\/strong>classrooms;<\/li>\n<li>setting up a\u00a0<strong>new taxpayer information platform<\/strong>;<\/li>\n<li>establishing a<strong>\u00a0judicial police force<\/strong>;<\/li>\n<li>installing\u00a0<strong>12,200 solar panels\u00a0<\/strong>for homes and farms to use their own generated electricity;<\/li>\n<li><strong>connecting businesses&#8217; online cash registers\u00a0<\/strong>to the Independent Authority for Public Revenue to streamline process flows.<\/li>\n<\/ul>\n<p><strong>Next steps<\/strong><\/p>\n<p>Greece submitted its sixth payment request on 18 July 2025. The Commission has now sent its preliminary assessment of Greece&#8217;s fulfilment of the milestones and targets required for this payment to the\u00a0<a href=\"https:\/\/economic-financial-committee.europa.eu\/index_en\">Economic and Financial Committee<\/a>\u00a0(EFC). The payment to Greece can only take place following the EFC&#8217;s positive opinion, and the adoption of a payment decision by the Commission.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p><a href=\"https:\/\/commission.europa.eu\/business-economy-euro\/economic-recovery\/recovery-and-resilience-facility\/country-pages\/greeces-recovery-and-resilience-plan_en\">Greece&#8217;s recovery and resilience plan<\/a>\u00a0includes a wide range of investment and reform measures. The plan will be financed by \u20ac18.22 billion in grants and \u20ac17.73 billion in loans.<\/p>\n<p>With today&#8217;s positive assessment, this payment request will bring the funds paid out to Greece under the RRF to \u20ac23.45 billion. This includes \u20ac3.96 billion in pre-financing received in August 2021 and \u20ac159 million pre-financing under\u00a0<a href=\"https:\/\/commission.europa.eu\/topics\/energy\/repowereu_en\">REPowerEU<\/a>\u00a0received in January 2024.
