The EU\u2019s response was immediate, putting in place \u2014 among others \u2014 a temporary recovery instrument, NextGenerationEU, designed to raise funds \u03bfn the capital markets and make them then available to its Member States, to implement ambitious reforms and investments.[\/vc_column_text][vc_single_image image=&#8221;36465&#8243; img_size=&#8221;full&#8221; css=&#8221;&#8221;]<div class=\"porto-u-heading  wpb_custom_95aa9a11c17ad45cfabaf210d84ee7cc porto-u-9602 \"><div class=\"porto-u-main-heading\"><h3  >Recovery and Resilience Facility<\/h3><\/div><style>.porto-u-9602.porto-u-heading{text-align:left}<\/style><\/div>[vc_column_text css=&#8221;&#8221;]The core of NextGenerationEU is the Recovery and Resilience Facility (RRF), the largest EU funding programme to date, projected to disburse up to \u20ac650 billion in grants and loans to Member States. The RRF Regulation entered into force in February 2021, stipulating that each Member State will submit a National Recovery and Resilience Plan (NRRP) identifying the reforms and investments that the Member State commits to implement.<\/p>\n<p>In February 2023 the RRF Regulation was amended to include the implementation of the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal\/repowereu-affordable-secure-and-sustainable-energy-europe_en\">REPowerEU plan<\/a> \u2013 the Commission\u2019s response to the global energy market disruption caused by Russia&#8217;s invasion of Ukraine.[\/vc_column_text]<div class=\"porto-u-heading  wpb_custom_95aa9a11c17ad45cfabaf210d84ee7cc porto-u-5044 \"><div class=\"porto-u-main-heading\"><h3  >National Recovery and Resilience Plan<\/h3><\/div><style>.porto-u-5044.porto-u-heading{text-align:left}<\/style><\/div>[vc_column_text css=&#8221;&#8221;]The National Recovery and Resilience Plan \u2018Greece 2.0\u2019 was adopted on July 13, 2021, by the Economic and Financial Affairs Council of the European Union (Ecofin), amounting \u20ac30.5 billion.<\/p>\n<p>\u039fn December 2023, its revision was approved, concerning mainly new investments and reforms under REPowerEU as well as expanding the existing loan program, thus increasing its budget to <strong>\u20ac35.95 billion<\/strong>.<\/p>\n<p>Smaller scale targeted revisions were approved on July 2024, January 2025 and December 2025.
